J. M. Barrie describes Captain Hook as a member of the upper classes, trained for leadership from birth. He was educated at Eton, a highly privileged school in England, and therefore takes his position as a matter of course. The pirates follow him unquestioningly, and he guides them with a strong sense of responsibility and duty (not to mention, of course, a concern for good form).

Despite his training and some leadership qualities, however, Captain Hook is not a good leader. This is true even by the somewhat limited standards of goodness (meaning competence or efficacy, rather than virtue) applicable to a pirate captain. His terror of the crocodile hampers and inhibits his capacity for decisive action, and his vendetta against Peter and the Lost Boys is entirely unprofitable, hindering him from seeking riches with his crew. It is these obsessions that prevent him from being an effective leader.
